Landlords could offer services to those who would have previously purchased houses but are holding off thanks to the current economy.
Hometrack announced that Britons are delaying purchasing a new house thanks to the uncertain property market.
Richard Donnell, director of the company, said that the drop in buyers is because fewer discretionary movers are purchasing houses.
Discretionary movers are those who do not desperately need to move house but who have done so in the past because they could afford to, he stated.
But there is now a "slug" of such buyers - who previously made up half of the market.
Mr Donnell's comments follow research from Abbey Mortgages which said that 95,200 people moved home in the last two years to escape their neighbours.
One in three movers did so to work their way up the property ladder and one in five changed houses for more space.
According to Mr Donnell, the classic needs-based reasons for people moving house are things such as jobs, families, deaths and divorce.
One of the factors behind the decrease in buyers "is because half of all moves each year are not actually out of necessity", Mr Donnell claimed.
