There is "strong statistical evidence" to suggest that 95 per cent of property transactions are conducted using home information packs (Hips).
At least that is the view of the Association of Home Information Pack Providers (Ahipp), which has moved to refute claims that around half of housing sales occur without the Hip in place.
In a statement, Ahipp said that it is working closely with local trading standards officers to ensure 100 per cent of property deals are Hip compliant.
"Further, there is an acceptance among trading standards officers that the clarity provided by April 6th regulation changes will allow them to now start issuing fining notices, where relevant," the group added.
Hips were introduced to the property market in the summer of 2007, but have remained an issue of contention ever since.
Many agents view the legislation as a form of red tape that holds the property selling process up.
